The central hull is 4.94 metres long, and the floats are 4.40 metres long. When extended, the boat is 3.80 metres wide; when retracted, it is 2.50 metres wide, meaning it remains within the road width limit and fits into a standard berth. The platform between the hulls measures 8 square metres and each float has a buoyancy capacity of 500 litres. The boat weighs 210 kilograms in contact laminate. The draught ranges from 0.20 metres with the centreboard up to 1.10 metres with the centreboard down.
The 16.5 comes with a 7.06-metre mast. In the recreational version, the boat carries a 10-square-metre mainsail, a 5-square-metre jib and a 15-square-metre gennaker; in the sport version, these are 11.5, 5.5 and 20 square metres respectively. The maximum permitted auxiliary engine power is 2.5 hp.
The boat is CE-certified in design category C for 3 people and design category D for 5 people. It was designed by VPLP Design based on a concept by Jean-Hubert Pommois.
