The cockpit offers forward-facing, aft-facing and multi-position seating, an UltraLounge and a refreshment centre with sink, cup holders and space for a cool box. Facing seats accommodate five people. The PowerTower folds down for low bridges.
Below deck there is a saloon with wraparound seating and large hull windows, and an aft cabin with a queen-size bed. Filler cushions create additional sleeping space. According to Regal, the midships heads is the largest in its class, with approximately 1.80 metres of headroom. The galley has an electric hob, a microwave and a stainless steel fridge.
The OceanTrac hull has composite stringers, an 18-degree deadrise and a vinylester barrier layer. Standard equipment includes two 9-inch Garmin screens, a bow thruster, electric steering and trim tabs. There are also Fusion audio, an automatic fire extinguishing system, a shore power connection and a water heater.
The 28 Express measures 8.76 metres overall and has a beam of 2.59 metres, with a dry weight of approximately 3,495 kg. It carries 276 litres of fuel, 68 litres of fresh water and has a 68-litre holding tank. The engine is a Volvo Penta V8 of 300 to 380 hp or a Mercury 6.2 of 300 hp.
